No. Telegram Web is a full browser client - open the Web download page, click Open Telegram Web, and it launches in a new tab. It runs fine on Chromebook, Linux and locked-down office machines.
Because Telegram stores chats in the cloud, you only need to install Telegram on the new phone and sign in with the same number. Cloud history downloads automatically. Only Secret Chats stay bound to the original device.
For text-heavy usage, expect roughly 20 to 50 MB per day. Media auto-download can be limited per network in Data and Storage settings on every mobile client.
